Obtaining the Business Incubator Title

In accordance with the provisions of Law No. 102/2016 on Business Incubators and the Implementing Norms approved by Order No. 17/01.02.2017, the business incubator title is granted by order of the head of the central public authority responsible for small and medium-sized enterprises and the business environment, upon the proposal of the Commission for Business Incubators.

Documents Required for Granting the Title

In order to obtain the business incubator title, the applicant must submit the following documents:

  • Application for granting the business incubator title.
  • Feasibility study.
  • Business plan of the incubator.
  • Proof of the existence of the business incubator’s infrastructure.
  • Contracts concluded with utility providers (electricity, water and sewage, internet, etc.), in accordance with the law.

The documentation must be complete and compliant with the requirements set out by law and the implementing norms.

Minimum Content of the Feasibility Study

  • Analysis of potential residents.
  • Market estimation and demand analysis.
  • Description of the available infrastructure.
  • Estimation of financial flows (short- and long-term).
  • Sources of funding.
  • Local and regional economic impact.

Minimum Content of the Business Plan

  • The mission and objectives of the incubator.
  • The type of incubator (according to the classification provided by law).
  • Development strategy.
  • Services offered to residents.
  • Financial plan and economic sustainability.
  • Estimated number of residents and the added value generated.

Assessment Procedure

  • The documentation is reviewed by the Commission for Business Incubators.
  • An on-site verification may be carried out.
  • An evaluation report and an eligibility note are prepared.
  • If the legal conditions are met, the issuance of the order granting the title is proposed.

Validity of the Title

The business incubator title is valid for the period specified in the granting act, with the possibility of extension under the conditions provided by law.
